Restarting and update of the databases related to the H-Invitational

As a maintenance of the database service was completely finished, the mirror H-InvDB is now available.

The contents of the databases related to the H-Invitational was also updated at this time. The main contents of the update are the following.

• The number of cDNA entry has increased 175,542 from 167,992
  
• The number of LOCUS entry has changed to 34,701 from 35,005
  
• Version of mirror H-Invitational Database (H-InvDB) upgraded to "4.0".
