Apology for the DDBJ services down on Mar. 13

Due to the electric power outage of the NIG(National Institute of Genetics) caused by failure in power transmission
at electric power company on March 13, most of DDBJ services were unavailable.

As of March 14, many services work normally.
But some services are still unavailable and we are working to restart them.
